Access Choice Licence User FAQs

Who does our Access Choice agreement cover?
Access Choice typically covers all the students, faculty, staff and library patrons at an institution.

What uses are covered under the flat fee portion of Access Choice?
In addition to administrative costs, the flat fee covers day to-day copying distributed by handout or email. For more detail about uses and limits, please consult the Access Choice Information Poster.  

Are we covered to create and distribute coursepacks?
Yes, on a pay-per-use basis, Access Choice covers the production of print coursepacks.   

Are we covered for uploading to Learning Management Systems or course websites?
Yes, on a pay-per-use basis, Access Choice covers the uploading of digital course collections to secure networks. 

How much are we covered to copy pay-per-use basis?  
The basic limits are 20 percent or a whole chapter from a book provided it is not more than 25% of the book and one article from an issue of a periodical. For further detail, please consult the Access Choice Information Poster.  

How do we know whether a title is covered?
You can use the Education Look-up Tool to confirm a title is covered. Access Copyright’s repertoire includes tens of millions of titles, so most of what you need will be covered.  

How is pay-per-use copying administered? 

Under Access Choice, the logging and reporting of pay-per-use copying should be handled by a central service hub using the Access Choice Reporting Tool. That office would also be responsible for verifying that the requested copying comes from covered titles and falls within the covered limits.

Is payment required in advance of printing or uploading?    
No. Logs and payments are submitted on a mutually agreed upon schedule—typically once a semester. The schedule can vary by institution so please consult your agreement if you are unsure about your reporting timetable.  

Why is logging required?
Reporting usage is the basis of the pay-per-use agreement option. The bibliographic information you submit leads to royalty payments for the creators and publishers of the works your faculty and students use.          

Can we outsource coursepack production under Access Choice?
Yes. Coursepack production can be subcontracted to a licensed copyshop.

Can we use an external platform to create digital coursepacks under Access Choice?  
While this option is not explicitly described in your Access Choice agreement, we have previously partnered with a post-secondary institution and a third-party platform provider to deliver a successful digital coursepack pilot project. Are we able to sell coursepacks, or access to digital course collections, to students?
Yes, coursepacks and access to digital course collections can be sold to students on a cost recovery basis.   

Can we provide instructors with electronic copies of their print coursepacks?
Yes, for quality assurance purposes only, licensed copyshops or those managing the production of coursepacks on campus may provide faculty with a digital copy of their coursepack before printing.   

Can students print the material that faculty upload to a learning management system?
Yes, provided the material has been confirmed as covered and the upload has been logged with the Access Choice Reporting Tool, students enrolled in the related course can print the uploaded material.

Can students upload content to learning management systems?
Access Choice only covers digital uploads on a pay-per-use basis.

Can an article that has been put on library reserve be printed under Access Choice?
Yes, printing material on library reserve is covered provided the material is from a covered title and within the covered limits.  

Are we covered to provide copying services to satellite campuses?
Typically, Access Choice covers all students, faculty, staff and library patrons at an institution, including satellite campuses. Please consult your agreement if you are uncertain about the precise extent of coverage at your institution.

Can copies be created for students with perceptual difficulties?
Exceptions in the Copyright Act may enable you to create copies for students with perceptual difficulties however this use is not explicitly covered under your Access Choice agreement. 

Can copying be included in a package that is sold to another post-secondary institution?
Access Choice does not cover copying or republishing for external sale. We may, however, be able to help you secure re-publishing permissions. For further detail, please contact our permissions services team.  

Do we need to pay for uses within our fair dealing guidelines?
Your institution is ultimately responsible for the way it interprets and applies fair dealing.
